Community Development
The Community Development Department is responsible for ensuring that land use and building activities comply with the city's adopted plans and codes.
Duties The department is actively involved in:
- Building permit review and inspections
- Business tax receipts
- Code administration
- Code compliance
- Development application review
- Community redevelopment
- Comprehensive planning
- Grants administration (Downtown Partnership Grants, Neighborhood Project Grants, and Beautification Matching Grants)
- Tree protection, planting and permitting
Advisory Boards
The Community Development Department provides professional expertise and assistance to the:
- Planning and Zoning Board (which also serves as the Downtown Redevelopment Board and Historic Incentives Board)
- Community Redevelopment Agency
- Board of Appeals
- Code Enforcement Board

Live Local Act
In accordance with Ch. 2024-188, Laws of Florida, more commonly referred to as the Live Local Act, the City Commission adopted Resolution No. 2023-22 on September 18, 2023. A link to the resolution is below:
On October 20, 2025, the City of Safety Harbor adopted Ordinance No. 2025-05 amending the Comprehensive Zoning and Land Development Code to amend Section 240.00 to implement the provisions of the Live Local Act. A link to the ordinance is below:
On December 15, 2025, the City of Safety Harbor adopted Resolution 2025-01 to adopt administrative procedures for the review of development pursuant to the requirements of the Live Local Act and the Land Development Code. A link to the resolution is below:
