Citizens and public safety agencies can determine their evacuation zones in several ways. First, anyone with internet access can go to the Pinellas County Emergency Management home page , then click Know Your Zone. Second, call the Pinellas County Interactive Voice Response System (IVRS) at 727-453-3150 and enter the telephone number of the property in Pinellas County only that you want to check. Third, one could consult a copy of the official Pinellas County All-Hazard Guide that was distributed city halls, city fire departments, all libraries, Pinellas County court houses, and tax collector offices. Simply locate your house on the map to determine the level. Fourth, access the Evacuation Guide online. If the work requires a permit per the Florida Building Code or the City’s Land Development Code, you are required to obtain a permit. If the work you are doing to your home requires it, you need to submit proper plans for review and have the required inspections performed while working on your home.Building

State law requires construction to be done by licensed contractors, but under exemption to the law you allowed to act as your own contractor with certain restrictions. You may act as an owner-builder provided that you are building or improving a one- or two-family home, a farm outbuilding, or a commercial building with a construction value of less than $25,000.00. It must be for your own use and occupancy and not built for sale or lease. If it is a residence, you must reside in the home for at least a year after the improvements. As an owner-builder, you are required to provide direct, on-site supervision of the construction and are responsible for making sure any subcontractors are licensed. Any unlicensed person must work directly for you under your direct supervision, which would make you responsible for deducting FICA and withholding tax and providing workers’ compensation for that person.Building

No, any tree maintenance pruning is required to be performed to industry standards required by ‘American National Standards (ANSI) A300 Part One’ Tree, Shrub, and Other Woody Plant Management-Standard Practices (Pruning)’. Stub cuts and flush cuts for removing branches are prohibited. Only remove branches by a collar cut. Topping, excessive pruning or the removal of more than 25% of the tree’s leaf canopy is prohibited.Building

Sometimes: On single family homes when a hazardous tree is approved for removal a tree selected from the Protected Tree and Replacement List shall be planted. If the property has existing healthy, protected trees that exceed the minimum shade tree requirements by two (2) no replant will be required. A flat fee of $100 per tree will be required. The removal of healthy trees for construction trees must be replaced according to the Tree Replacement Ratio stated in the city tree ordinance section: 153.07 Permit Conditions.Building

Yes, provided proper pruning techniques are utilized. It is recommended that you notify the tree owner in writing that you want to trim their tree. Most pruning can be done by reducing the length of the branch by cutting back to a lateral branch which is called reduction pruning. Only 25% of the canopy can legally be removed. Older trees can only tolerate 5% of canopy reduction and more will negatively affect the health of the tree.Building

Palms can only be pruned to what is called a 9 to 3 cut which represents if you draw a horizontal line from 9:00am to 3:00pm on a watch. Pruning more fronds past the horizontal line is prohibited. Do not remove healthy green fronds. Doing so can cause the palms to have nutritional deficiencies and be more susceptible to palm diseases. Any individual or entity for hire that improperly prunes a cabbage palm within a commercial or multi-family development shall be subject to a fine of $100 per tree.Building

If a tree is removed illegally or pruned illegally (effective removal) the property owner shall be charged four (4) times the Tree Removal permit fee and four (4) times the Tree Replacement fee specified in Sec. 153.07 (D) (1) of the tree ordinance. All fines are due within three (3) months of the date of the violation letter or, if appealed, within thirty (30) days of the final order on the appeal. Also any individual or entity for hire that removes any Protected Tree shall be subject to fines in section 153.10 Enforcement (E) of the tree ordinance.Building

Business tax is a method used by a local government to grant the privilege of engaging in or managing any business, professional and occupation within its jurisdiction. Chapter 205 of the Florida Statutes governs the authority of municipal governing bodies to collect the business taxes in Florida and set provisions for the enforcement of this process. Under section 14.01 of the city code requires all businesses within the City of Safety Harbor to obtain a business tax receipt prior to commencing business. Per Florida State Statute 162.06(1b), effective July 1st, 2021, any person making a code complaint must provide their name and address. Any personal information you provide will become part of the case and a public record. Any written or electronic communication material received or generated by the City of Safety Harbor is a public record per Florida Public Records Law. Florida Public Records Law requires these records to be made available for inspection by anyone who requests it.
Florida State Statute 162.06(1b) does not allow for the reporting of an alleged code violation to be made anonymously unless the agency has reason to believe that the alleged violation presents an imminent threat to public health, safety, or welfare or imminent destruction of habitat or sensitive resources. If you believe that this is the case, you must contact Safety Harbor Code Compliance at (727) 724-1555 ext.1705 or use the City Action Line.

If the complaint is valid the Code Enforcement Officer will send the property owner of record a letter explaining the nature of the violation, what is necessary to correct the violation, and the amount of time given to correct the violation; normally 10 days.Code Enforcement

In that case, the Code Enforcement Officer will issue an official Notice of Violation to the property owner requiring that the violation be corrected giving a date certain to come into compliance. This Board has the authority make an official finding that the violation exists, order corrective actions, and to issue fines if the violation persists. Customers should monitor Pinellas County Utilities’ water restrictions website at http://www.pinellascounty.org/utilities/water-restrict.htm for up-to-date information, as restrictions can change at any time. As of August 2, 2017, the current authorized irrigation schedule using potable, well, lake or pond sources for Utilities customers is as follows:
•Addresses ending in an even number (0, 2, 4, 6, 8): Thursday and/or Sunday
•Addresses ending in an odd number (1, 3, 5, 7, 9): Wednesday and/or Saturday
•Addresses with mixed or no addresses, such as common areas associated with residential subdivisions: Tuesday and/or Friday
•Lawn irrigation is prohibited between the hours of 10 a.m. and 4 p.m.Handwatering and micro-irrigation of plants (other than lawns) can be done on any day at any time, if needed.
New lawns have a 60-day establishment period. On days 1-30, they may be watered any day of the week. During days 31-60, they may be watered three days per week. Even-numbered addresses may water only on Tuesday, Thursday and Sunday. Odd-numbered addresses may be watered only on Monday, Wednesday and Saturday.Customers using reclaimed water provided by Pinellas County Utilities should be following the reclaimed water restrictions found at http://www.pinellascounty.org/utilities/reclaim-irrigation.htm.

Many factors, such as line maintenance or the flushing of hydrants and water lines, could cause low water pressure. A plumbing leak on the property, a water softener with blocked lines, a leaky sprinkler system, or even a house valve that has been turned off accidentally, can also contribute to low water pressure in a home. Should you experience low water pressure, there are a couple of areas to check before calling the Public Works Department:
- Check the outside garden hose faucet (hose bib) on the side of the house. Thypically the hose bib/faucet is before a water softener (if you have one) and is usually the source coming from the City's water main. If the water pressure seems low, check to see if the isolation valve or water shut-off valve for the residence has been turned down, also check with one of your neighbors to see if they are also experienceing low water pressure. If the valve is turned on and/or your neighbor's pressure is good, please contact the Public Works Water Division to have a technician come out to check for the problem.
- If the water pressure on the side of the house is excellent but low inseide the house and you have a water softener, try by-passing the water softener. If the pressure inside the house improves once you by-pass the softener, this would indicate a possible malfunction of the water softener. Check the softener settings to make sure the softener is not back flushing during times of usage. The middle of the night would be the best time for the softener to perform a back flush procedure.
- Should you notice an orange colored sandy appearance in the water and your water pressure is low, this would indicate that the resin bed in the softener has ruptured and you need to by-pass the water softener immediately and contact your water softener maintenance company
- If the water softener is releasing sediment into plumbing system in the home, check the screens of faucets and showers to ensure they do not have sediment.
- Once you have checked all of the above possibilities and you still have low water pressure, please contact the Public Works Water Division at 727-724-1550 to have a technician come out to check for the problem.

You must first be a resident of the City of Safety Harbor. Once you have established residency, you will complete the waitlist application on our city website. Once the form is filled out, returned, and received by Kelliann Gerlach, Facility Manager, your name will be placed on the waitlist. The City Marina has 44 wet slips. When a slip is vacated, the next resident fills the slip on the waitlist.

First check to see if the problem is in just one area of your building. All sinks, toilets, washing machine drains, etc, go to one service line. The service line carries your wastewater to the City sewer main in the street or easement. The property owner is responsible for all inside plumbing and the service line until it reaches the City’s lateral usually at the Right of Way (ROW). Some private service lines extend into the City’s Right of Way (ROW). Next, the owner or resident should call the City's Public Works Department prior to calling a plumber. We will gladly come out to assist you. The City of Safety Harbor cannot reimburse residents for plumbing bills when a plumber is called first. Our telephone number during our regular business hours (6:30am to 3:00pm M-F) is 727-724-1550. The main library parking lot is on the west side of the library (parallel to 2nd Ave N). There are also spaces on the south side of the building (drive past the book drops and main entrance). You will need photo identification and proof of Pinellas County residency. A valid driver’s license will suffice. If your driver’s license does not yet contain your current address, a document such as a utility bill or apartment lease can be used to verify your address.
PPLC is a member of Tampa Bay Library Consortium (TBLC) and participates in reciprocal borrowing. A patron must first obtain a library card from their home library system and then register that card with us as a reciprocal borrower. You may apply at the library or online. Patrons may check their library card accounts online. You will need your library card barcode number and password (typically the last four digits of your telephone number) to renew online. Visit the library catalog and click on My Account in the top. Available information includes items currently checked out, reserves, and fines. You can place holds on items using the Library Catalog. You will first need to log in using your Library Card Number and PIN. You can request up to 25 items.

If the item is available in the library catalog at another branch, it will be shipped to the library of your choice in about five business days. If the item is not available through PPLC, it may be possible to obtain through Interlibrary Loan from another library in Pinellas County. Items may be renewed up to three times unless there is a patron hold on the item. Non-renewable materials include children’s holiday books, children’s electronic games, and MP3 players.

Yes. The library provides free Internet access to adults and children. Computers are available on a first-come, first-served basis. A valid PPLC library card is required to use public computers. Wi-Fi is available throughout the building using your personal device.

From the public computers the cost is 15 cents per page for black and white or 50 cents per page for color, payable by cash only. For wireless printing from your own device at home or in the library via Princh, the cost is 25 cents per page for black and white or 65 cents per page for color, payable by credit card or PayPal.

The library gratefully accepts both material and monetary donations. Material donations such as books or audio/visual items are first evaluated for possible addition to the collection. If we cannot add them to the collection, we sell them at the Friends of the Library Book Sale held four times a year. We cannot accept any textbooks, National Geographic collections, moldy materials or encyclopedia sets. Monetary donations are accepted for the purchase of book memorials or toward general operating expenses.

Yes. The cost is $1.00 per page, payable by cash only, to any U.S. telephone number. Documents can be faxed using the Library Document Station in the adult computer area. This is an outgoing fax service only; we are not able to receive faxes.

The Friends of the Library sell books, magazines, videos, and audio materials that were donated, or that were removed from the collection. Proceeds benefit the library. The bookstore is located in the library. Large book sales are scheduled quarterly by the Friends. Check the monthly newsletter for announcements.

Yes. You may obtain, fill out and turn in your voter registration forms at any PPLC branch. It is also possible to use our public access computers to access the Pinellas County Supervisor of Elections website to register online. The library sends all forms received to the Supervisor of Elections office. Library staff can assist locating and helping fill out voter registration forms. Patrons with questions pertaining to political party platforms and party affiliation should consult the Supervisor of Elections office for information.
